War-game a vendor payment hold by proving each vendor class has a named hold owner, a measured release window, and a reverse path before the calendar starts governing every payout claim.
Vendor payment holds fail when "on hold" means a status without a decision artifact, when teams dual-count a draft release as both approved and live, and when high-risk vendor paths still pin to one thin roster because the map is incomplete. The review needs one written inventory of vendor classes, one owner who can deny a risky shortcut, and a documented consequence when a failed hold ages past the deadline.
Freeze the hold scenario
State the hold scope, the effective date, which vendors are protected, how releases work, and what happens to invoices already in flight. Name the teams that feel it first and the customer commitments that depend on vendor continuity. If the memo mixes a hold with a budget cut and a renegotiation, split them. A war game needs one move under fire at a time.
Write the decision you will make if the war game finds nothing new. Also write the reverse criteria: the SLA miss, supply gap, or legal deadline that would force a release within a stated window.
Seats that matter
- Finance ops. Cash timing, close math, and what the forecast hides if vendor volume softens after the hold.
- Procurement. Capacity gaps, substitute risk, and the first ninety days of thinner coverage.
- Vendor and legal. Which contract promises break in process, late-fee risk, and relationship damage.
- Controller. Accrual risk, dual-counted releases, and the message that would leave books open past lock.
- Skeptic. The claim that looks strongest and is least sourced.
Attach the same source pack to every seat: open invoices, holds in flight, protected vendors, customer commitments, and the exception policy you actually intend to use. Secret data for one seat creates fake agreement.
Loop the review
Feed Pingpong the hold memo, the vendor exhibits, and the seating briefs. First pass steelmans the hold. Later passes attack from finance ops, procurement, vendor, and controller seats. Final pass turns surviving objections into phased holds, mitigations, or a changed recommendation. Agreement across passes is not proof. Keep the objections that still have evidence gaps.
Pair with the finance ops lead seat, a close checklist rewrite, a payout hold policy review, and a payout schedule stress test. More operating decisions live in the war-game decisions hub.
Ship the hold only when approved and blocked labels can be reproduced from stored exports without a verbal override.
