Self-serve tiers fail when the runbook invents precision the warehouse never had, when allowlists dual-count the same seat as writer and as exempt, when money-adjacent charts still lack a named accuracy owner, and when analytics cannot show who owns the decision after a partial write misfire. A neat access PDF is not evidence.
Start with one frozen tier map
Write why the tier exists, which products and audiences it covers, who owns definitions, logging, and rollback, and the abort trigger if stale writers or definition lag past a named threshold. Attach the draft map, warehouse inventory, allowlist map, and the measured path from detection to corrected access. If analytics, eng, and product disagree on which seats are truly covered, stop and reconcile first.
Name the decision you will make if the war game finds nothing new, and the delay criteria if any money path still lacks a named rollback owner or a verified canary write.
Who speaks
Analytics should say where access invents coverage or hides shared write rules across products. Engineering should say where bypasses still leave the warehouse and become standing exceptions. Product should say which partner decision breaks first when a legitimate write is stale. Finance should show how status language trails the board-visible complaint rate. A skeptic should pick the claim that looks strongest and is least evidenced by prior access drills.
Give every seat the same source pack. Secret allowlists for favorite decks only create fake calm. Require a canary write with a measured open-and-reconcile pass before any money path joins the tier. If the canary still depends on a verbal allowlist, keep the change in hold.
