War-game a planogram freeze by proving each layout class has a named owner, a measured age-out, and a reverse path before draft floors start governing every shelf claim.
Planogram freezes fail when "frozen" means a status without a decision artifact, when teams dual-count a draft layout as both approved and live, and when high-risk categories still pin to one thin planner because the layout inventory is incomplete. The review needs one written inventory of layout classes, one owner who can deny a risky shortcut, and a documented consequence when a failed layout ages past the deadline.
Pin the freeze under review
State which categories the freeze covers, the effective date, which layouts change, how versions are stored, and what happens to resets already in flight. Name the stores that feel it first and the promo promises that depend on coherent shelf handling. If the memo mixes a planogram freeze with a promo calendar freeze and an open-to-buy cut, split them. A war game needs one move under fire at a time.
Write the decision you will make if the war game finds nothing new. Also write the reverse criteria: the missed category, coverage gap, or customer deadline that would force a freeze rollback within a stated window.
Who must sit
- Store ops. Layout timing, age-out math, and what the shelf forecast hides if exceptions soften after the policy.
- Merchandising. Reset lag, dual-counted layouts, and the message that would leave orphan facings open past lock.
- Inventory ops. Pick capacity, safety stock load, and relationship damage with vendors when layouts jump overnight.
- Finance. Working-capital load, forecast promises that break in process, and the first ninety days of thinner sell-through after a soft freeze.
- Skeptic. The claim that looks strongest and is least sourced.
Attach the same source pack to every seat: open layouts, resets in flight, protected categories, coverage commitments, and the age-out policy you actually intend to use. Secret data for one seat creates fake agreement.
Run the private fire
Feed Pingpong the freeze memo, the layout exhibits, and the seating briefs. First pass steelmans the freeze. Later passes attack from store, merchandising, inventory, and finance seats. Final pass turns surviving objections into phased layout rules, mitigations, or a changed recommendation. Agreement across passes is not proof. Keep the objections that still have evidence gaps.
Pair with the store ops lead seat, an open-to-buy cut, a promo calendar freeze, and the merchandising ops lead seat. More operating decisions live in the war-game decisions hub.
Ship the freeze only when approved and blocked layout labels can be reproduced from stored planogram exports without a verbal override.
