Make a plan for sorting a downloads folder
A downloads folder mixes installers, temporary copies and documents you may need later. Group files by type and likely purpose, then ask where each keeper would live. A file name is a clue, never proof that a file can go.

Names that mislead
Use file information, source and a safe document preview to investigate an unclear name. Do not execute an unfamiliar installer, script or macro to identify it. A randomly named PDF may be a form, receipt or disposable download. Check whether a file is the only copy and whether another version differs before treating it as redundant. If you cannot identify an item confidently, leave it in a dated review queue and ask the person who supplied or uses it.
Check this triage plan for any suggestion that treats a file as disposable based only on its name, type or age. Identify files that could be the sole copy of something important, and list what I should confirm before moving or discarding each group.
Move in small batches
Review a small group using file information and safe previews where appropriate. Move confirmed keepers to their chosen folders and hold unidentified items for a later check. Confirm that important files are backed up before removing copies. Adjust the grouping after this first pass, then continue in batches you can verify.
